Changes to the "Margin Over Rack" Pricing Option
Margin Over Rack,(MOR) vendors may now choose to base their pricing on a rack that they designate instead of using the
Oil Pricing Information Service (OPIS) average of the major racks in the area. In some cases we have found
that some vendors may buy their commodity from a secondary rack. The prices that you pay may be higher than
the OPIS average of the racks in your area. If a vendor chooses to use a rack other than the OPIS average,
the vendor must keep records of the prices that they pay and add the applicable margin.
If you would like to take advantage of this option and use a specific rack instead of using the OPIS average,
a "Vendor Change Form" and "Terminal Selection Form" must be submitted to the NYS HEAP Bureau along with the "Signature Page".
Changes to your vendor agreement should be submitted to the NYS HEAP Bureau at:
